Freedom Day | Дзень Волі: Dialogbüro Vienna’s Resources on Belarus

25 March marks Freedom Day in Belarus. The date commemorates 1918, when the Council of the Belarusian Democratic Republic proclaimed Belarus a free and independent state.

Freedom Day in Belarus is not officially recognised by the authorities. Instead, it is widely celebrated by the Belarusian diaspora and has become a symbol of the Belarusian people’s struggle for freedom and their aspiration to live as a peaceful and independent nation.

On this Freedom Day, we are sharing a selection of resources and an overview of our work on and with Belarus.

August 2025

Our Belarus programme has grown in both scale and visibility. In the article “The Page Isn’t Turned, and the Book Isn’t Closed: Five Years Since the Peaceful Revolution in Belarus” Viktorya Andrukovich, the programme’s coordinator, reflects on the past five years after mass protests in Belarus in 2020.

September 2025

We hosted a public discussion titled “The Role of Belarus in European Security: From Involvement in War and Hybrid Warfare to Democratic Solutions, featuring Sviatlana Tsikhanouskaya, National Leader of Belarus and Head of the United Transitional Cabinet.

October 2025

We organised an expert discussion, “Belarus at a Crossroads: Managing the Regime’s Return from Isolation.” Participants included leading experts such as Artyom Shraibman (founder of Sense Analytics and non-resident scholar at the Carnegie Russia Eurasia Center), Balázs Jarábik (founder of The Minority Report and distinguished diplomat), and Sebastian Schäffer (Director of the Institute for the Danube Region and Central Europe).

January 2026

Viktorya Andrukovich published a comprehensive analysis of developments in Belarus in 2025 titled “Black Swan of 2025: A Year of Upheaval, Freedom, and Hope for Belarus.” The two-part analysis offers an in-depth overview of the key political and societal trends shaping the country.

February 2026

On 26 February, we co-hosted the event “Discussing Belarus During ‘Interesting’ Times: From Ukraine to China and Beyond” together with the International Institute for Peace and the Institute for the Danube Region and Central Europe (IDM). The discussion examined Belarus in a broader European and global context, with a focus on its foreign policy and international alliances. During the event, the editors and authors presented the Routledge Handbook of Contemporary Belarus.
"Belarusian Freedom Day — is far more than a mere date on the calendar. It stands as a profound testament that the Belarusian struggle for liberation was not simply born in the protests of 2020. It is a deeply rooted legacy that has endured for centuries and pulses with unwavering resilience today.

This day represents a historic, unyielding resistance against a relentless cycle of occupation and authoritarianism, embodying the endless fight for the freedom and sovereignty of the Belarusian people. We hold onto the fierce and abiding hope that one day, this long and arduous journey will finally culminate in free, democratic Belarus, that proved for centuries its strength and resilience.

We look forward to continuing our work on Belarus and expanding this dialogue further. Happy Freedom Day to all Belarusians and everyone celebrating Belarusian centuries-long resilience.
